While Chief Bill Gillespie is out of town, Council woman Lorraine White (Pamela Garmon) appoints retired Captain Tom Dugan (Joe Don Baker) as acting Chief of Police in Sparta. Although he gets along well with Dugan, Tibbs (Howard Rollins) is not happy with the situation. But Tibbs soon finds himself faced with a series of mysterious fires breaking out in town and he and the rest of the Sparta police department struggle to solve who is setting these arson fires...fires that soon turn deadly. Alan Autry, Anne-Marie Johnson, Lois Nettleton and David Hart co-star.
